The Tupamaros thought terrorism in Uruguay would demand such strong repression by the government of Uruguay as to trigger popular revolution. Terror brought government reaction, as planned, but no revolutionthe eventual defeat of the Tupamaros instead. But remnants of the Tupamaros hold a CIA officer guilty of the death of one of their martyrs. The CIA station in Mexico and the KGB resident in Mexico are swept up in the infamous Plan Ortiz. The story ends with blood on the icy slopes of the volcano Popocatépetl.
