Four retired men, disenchanted with Washington politics, form a new, high-powered political party known as the People's Political Party of America. Their first campaign rally takes place in a small town rancher's dilapidated old barn. One of the four retired men, Michael O'Hare, hosts the rally and states why they have formed the new political party. While the new political party gains respect and momentum, President Alex Maxwell flounders as America's leader. He fails to take the advice of his expert advisors and replaces Cabinet members and department heads at will. The People's Political Party of America, once in power, plans to replace the current Washington agenda with a government "of the people, by the people and for the people."
