Irish scientist and politician John Ball (1818–89) had been an assistant poor law commissioner when the first edition of his pamphlet was published in 1847. This 1849 second edition criticises English attitudes towards the Irish and argues for an urgent revision of government policy to alleviate the Irish Potato Famine.
