A boy is changed by his world's blessing storm and becomes increasingly dragon-like. Since Dragons are thought to be extinct, he was thought to be an anomaly. Fearing a loss of confidence in the blessing storm's wisdom by the rest of the population, the council seeks to eliminate him.
