The most significant human rights problems included arbitrary or unlawful deprivation of life; harsh prison and detention center conditions, including reports of torture; and failure to protect political rights and freedom of speech and the press. Other human rights problems included politically motivated arrests; arbitrary interference with correspondence, freedom of assembly and association; corruption and lack of transparency in government; restrictions on the rights of women, children, and lesbian, gay, bisexual, transgender and intersex (LGBTI) persons; HIV and AIDS stigma; lack of protection for people with albinism; trafficking in persons; and restrictions on workers' rights. The government took steps to investigate, prosecute, and punish officials who committed abuses; however, impunity remained a problem.
