In an area that overlaps Washington, Idaho, Montana, British Columbia and Alberta (mostly the Yakima, Flathead, and Blackfeet native lands) referred to as the Plateau People, had developed a secret, unofficial, yet sovereign country of Economica. Canada has tolerated the development since their trade with Economica makes up almost a quarter of their economy. The US, however, despite the trade benefits and Economica's technological advances, that have benefited both Canada and the US, is riding a wave of xenophobia that has resulted in an undeclared, one-sided war with Economica. But Economica resembles an iceberg, in that ninety percent of Economica is not in evidence, and was not known by the rest of the world to exist. The only large city that the US and Canada were aware of, and did business with, was the city of Newland (emerged as Newlandia in Canada after the US attack). And, following the attack, two Vertical Lift Attack One (VLA-1) pilots (Captain JJ Jackson and Lieutenant Cirrus Skye) for the US military, that participated in the attack on Economica's city of Newland, are disgusted about to defect!
