Regards Christo Bester Chairman Departement Siviele Ingenieurswe, abstract: Insufficient budgetary allocations to road maintenance normally result in road deterioration that significantly reduces the utility of the roads. The problem makes it expensive and more difficult to move products and services from producers to consumers or inputs to industrial centres. Construction of new roads is deterred due to lack of funds, which entails that many areas which have the potential to trigger economic growth would remain unnecessarily inaccessible for far too long. Over the years, the Southern Africa Development Community (SADC) sub-region has initiated reforms, many times with the support of international financial institutions, materially aimed at improving financing of new roads and maintenance. In spite of the August 1996 SADC Protocol on Transport, Communication and Meteorology, initiation and establishment of structures for utilisation of new funding strategies have been taken by member states on an individual basis. The implication of this is that such strategies may be viewed as case-specific solutions.
