As democracy needs democrats, decentralization in the context of political regionalization needs a Provincial Assembly whose members, the elected provincial officials, fully exercise their essential parliamentary functions: to vote the laws (provincial edicts) and to control the provincial government, the services and the public establishments in the Province. The new Provincial Assembly inherited a catastrophic situation which led several political personalities and other languages in Maniema Province to describe the Provincial Assembly of the first legislature (November 2006 to December 2018) as a political feeding ground and a symbol of political fraud. Some tongues and even great political personalities are not right to consider the Provincial Assembly of the first legislature as a symbol of political swindle? Other nasty tongues go even further by asking the question of what is the use of a Provincial Assembly in Maniema?
