The child is a fragile being and must therefore enjoy special protection in all respects, especially in times of armed conflict. The African States are in line with this assertion in view of the universal, international, regional, sub-regional and national texts that they have ratified and endorsed. Moreover, the actions and strategies put in place confirm the commitment of the States. However, in spite of these measures, when one carries out a detailed analysis of the situation of children's rights in countries in the throes of conflict, such as Mali and CAR, one realizes that multiple violations of children's rights persist and are developing. The phenomenon of child soldiers observed in Mali and CAR is a palpable example. Furthermore, the external actions undertaken by the international community on the one hand and NGOs and CSOs on the other have made it possible to understand that the problem is endogenous and exogenous. Therefore, in order to annihilate the phenomenon of child soldiers in these two countries, a precise rewriting of the relevant texts as well as the application of a more dissuasive sanction are required.
