Compulsory work is an independent type of criminal punishment, which consists in the performance by the convicted person of free socially useful work in his free time outside his main work (study), while maintaining the usual conditions of life. This type of punishment was introduced into Russian criminal and penal legislation after the study of foreign practice with the adoption of the Russian Criminal Code in 1996, but after more than twenty years, the rules governing the execution of criminal punishment in the form of compulsory works still require further improvement. Both theoretical issues (for example, "free-of-charge" performance of community service) and issues of practical execution of punishment (for example, refusal of local authorities to execute it due to normative uncertainty or lack of suitable enterprises) are problematic. An analysis of the highlighted problems seems necessary.
