Finance, as the "blood vessels" of the state, is a necessary condition for the functioning of modern society. Russia's transition in the 1990s from a command-planned economy to market relations was accompanied by the emergence of new relations not only in the economy, but also in the whole society, the strengthening of democratic foundations and the emergence of local self-government. Over time, it became clear that the "invisible hand" of the market is not able to independently recover from crises and ensure the harmonious development of financial and economic sphere, which is a necessary criterion for the provision of social benefits to society. From this follows the need to strengthen the role of control as one of the most important functions of governance in the financial sphere.
