Inclusion is not just about access to mainstream schools for students with disabilities, but about removing or minimizing barriers that limit learning and participation. There are diverse social groups, ethnicities and cultures with their distinct norms, values, beliefs and behaviours that are generally not part of the school culture, which can limit their possibilities for learning and participation, or lead to exclusion and discrimination. It is an urgent and necessary task to advance in the improvement of education in Latin America and particularly in Venezuela to respond to people with disabilities, whether intellectual, sensory or motor, based on the principles of inclusion and permanence that govern the Venezuelan Education System. Over the years, the different documents produced at each conference held internationally in its various denominations, have contributed to the evolution of the concepts used in special education, among which we can mention the following: special needs through disability and functional diversity.
