During the Civil War there was a need for people to help the new Colored Troops to learn how to read and write Chaplains had been performing this duty since these troops begin to arrive in camps. These African American Chaplains had done a good job. At the end of the war and making the regular army open to men of color at the start Chaplains major job was to teach them.
