Rod Amateau co-writes and directs this children's feature based on the trading card characters of the same name. The Garbage Pail Kids arrived from outer space and now their garbage can spaceship resides in Captain Manzini (Anthony Newley)'s antiques shop. Dodger (Mackenzie Astin) is an orphan who works in the shop and is the regular target of a group of vicious bullies.

When the Kids are freed from their can, they befriend Dodger, but when the bullies discover the Kids, Dodger is no longer their only target and he must take a stand to protect his new friends.
